Still giving me problems...

No enforce a consistent ACL and no encryption...and still can't open it. Pretty weird, huh? So I just grabbed a pernames.ntf from a laptop which was working properly and OILA! I'm back in business. Thanks for your suggestions, Debbie. I appreciate it...
